The San Diego FBI’s response to the Sept. 11, 2001, attacks began immediately after agents discovered that two of the hijackers had lived in Clairemont and Lemon Grove.

Three years later, the war on terror has only intensified in San Diego County, where the multiagency Joint Terrorism Task Force has more than tripled its membership and caseload.
