They would most likely pick a large city on the coast (sea breezes). I read a scenario some years ago about an anthrax attack on San Francisco carried out by an Islamist terror cell, in which a small airplane was used to deliver the anthrax. When I lived in Hermosa Beach (LA) there were always small airplanes flying up and down the coast pulling banners for concerts, Pepsi, etc., so I could see how easily feasible this would be. A sewage leak in Manhattan Beach closed a section of beach for months while they tried to clean it up, so I can only imagine the nightmare which would follow after the anthrax (long term), in making the city affected fit for human habitation again.
