The FBI and Department of Homeland Security today issued an analytical “note” to U.S. law-enforcement officials cautioning that al-Qaida terrorists have in the past expressed interest in attacking public buildings using a dozen suicide bombers each carrying 20 kilograms of explosives.
Authors with the U.S. Office of Intelligence and Analysis added that they have “no credible or specific information that terrorists are planning operations against public buildings in the United States.” The FBI and DHS analysts said they were releasing the note because “it is important for local authorities and building owners and operators to be aware of potential attack tactics.”
According to the note obtained by NBC News, a “recently discovered audio recording of al-Qa‘ida training sessions conducted several years ago provides instruction to potential suicide terrorists on seizing a publicly accessible building and damaging or destroying it with explosive charges.”
Among the materials on a CD–ROM seized earlier this year by Belgian authorities and provided to Interpol, the note said, “is a detailed audio explanation by now-deceased senior al-Qa‘ida operative Yousef al-Ayeeri of a method taught in an al-Qa‘ida training camp for attacking a publicly accessible building. Interpol believes the Arabic-language recording was made shortly before al-Ayeeri’s death in 2003.”
What To Do If You Spot Suspicious Terrorist Activity
If you see suspicious behavior, do not confront the individuals involved.
Take note of the details:
S - Size (Jot down the number of people, gender, ages, and physical descriptions)
A - Activity (Describe exactly what they are doing)
L - Location (Provide exact location)
U - Uniform (Describe what they are wearing, including shoes)
T - Time (Provide date, time, and duration of activity)
E - Equipment (Describe vehicle, make, color etc., license plate, camera, guns, etc)
Suspicious activity is often recalled after an event. We must train ourselves to be on the lookout for things that are out of the ordinary and arouse suspicions.

This is not a new tactic, just new on our soil. I had the opportunity to spend the last three years getting to know these people willing to kill themselves to prove their dislike for us. I found that the only real way to protect against someone willing to kill them self to promote a cause is intelligence and training. Let me elaborate.
Intelligence:
This is our home; first we need to take the threat serious meaning put your head on a pivot and be aware of your surroundings and those with-in your surroundings. Second like I said this is our home (whether it’s Detroit or Grand Island) we can all spot things that are out of the ordinary. So take the steps necessary to forward that information (intelligence) to the authorities. Thirdly, these are people willing to come to our home and create havoc because of their belief and dislike of us, we need to put our own hate and discontent aside and present the American pride we all have but often don’t show. If you appear to be a soft target you’ll be easy to manipulate. This has nothing to do with religion or beliefs it has to do with; do you like having the freedom to choose your own religion and beliefs?
We are all different, that’s what makes the world what it is.
Training:
One must know who is hunting them to protect against them. Learn as much as you can from what is taking place in other parts of the world, (real news isn’t who got kicked off American Idol) if they are doing it overseas and it works they’ll do in here. If something is working human nature is to keep it status quo.
As municipalities during these tough economic times don’t be so quick to cut emergency services, or training for emergency services, now is a perfect time to identify soft targets in your area of responsibility and develop action plans. As citizens we need to embrace our emergency service workers and help develop community policing, it’s easy to blame the government (local or otherwise) when things go wrong, we need to take responsibility for our own actions.
