I believe it’s bad enough we have to play this cat and mouse game in places terrorist seek safe haven. If these cells have encroached on places they pose a threat and we know where they are and what they’re doing; I agree with Gary it’s defiantly time to move. If an attack is “imminent”, "now" would be the time to take them out! Don't allow the terrorists to make their move, causing injury and death to innocent people.
