Deadline Looming – How Will Airline Cargo Get Screened

Here’s the dilemma. By next August, every piece of freight that is shipped aboard a commercial airline will be required to be screened for bombs just as luggage already is. The catch? There are not enough screeners to scan the thousands of tons of cargo that will need to be scanned.

Airlines, the U.S. Transportation Security Administration and shippers that use the cargo holds of passenger planes face an Aug. 3 deadline to create a system of private cargo screeners to make sure cargo doesn’t carry bombs or other explosives.

It’s no small challenge. On virtually every flight, airlines stuff the holds of passenger planes with everything from North Atlantic lobsters to delicate computer chips. As much as 10 million pounds of cargo up to 500,000 boxes are shipped on passenger planes every day, and Orlando International Airport is one of the nation’s busiest air freight hubs.

Until recently, almost none of it went through security.

Shippers and federal authorities are meeting in Orlando this week to review what must be done to get enough companies certified in time to beat the August deadline.

And the industry has a lot of work to do, said Marc Rossi, a branch chief for the TSA’s Certified Cargo Screening Program.

“There will not be enough (certified screeners) to meet the demands of the supply chain, not at the current rate of certification. …,” he said. “That’s millions of pounds (of cargo) that don’t have a solution, projected out.”

The problem is that most freight flown on passenger planes comes pre-packaged on pallets or in large cargo bins. But federal law calls for every little box to be individually screened by either humans, X-ray machines, explosive-detection equipment or trained dogs.

Modern Warfare 2 Terrorism Footage Stirs Controversy

Terrorism footage from a leaked version of the new Call of Duty – Modern Warfare 2 video game has apparently stirred a great deal of controversey overseas.

“Call of Duty: Modern Warfare 2″ community manager Robert Bowling wasn’t kidding when he said this week might be a good time for players to look away from the Internet if they want “a spoiler free and pure ‘Modern Warfare 2′ experience.” A leaked video involving what are ostensibly terrorist operations from the game has stirred up plenty of controversy, and voices in Australia, a worldwide leader in game censorship, are on the front lines.

“Expecting game designers to be responsible by not glorifying terrorism will always lead to disappointment,” South Australian Attorney-General Michael Atkinson said, according to The Age.

In rundown over on GamePolitics.com, several Australian sources issue grievances with the game for allowing players to presumably act as terrorists in “Modern Warfare 2,” at least one of whom expects video game content to be evaluated as a “leisure activity” instead of an entertainment medium or artform on par with films or novels.

“The consequences of terrorism are just abhorrent in our community and yet here we are with a product that’s meant to be passed off as a leisure time activity, actually promoting what most world leaders speak out publicly against,” Australian Council on Children and the Media president Jane Roberts told the Australian publication.

Tom Hoggins provides analysis of the controversial new Call Of Duty – Modern Warfare 2 game at The Telegraph.

As soon as the controversial footage of Modern Warfare 2 made it into the public eye this week, there was no doubt a sharp intake of breath from the gaming population the world over. Played from the first-person, the player apparently takes control of a terrorist gunning down innocent civilians in an indiscriminate attack on a public airport.. As he emerges from an airport elevator with his squad, the terrorists open fire on a group of travellers gathered in the baggage reclaim area.

As the footage continues, the player joins in the attack, turning his machine gun on civilians attempting to pull other injured people away from the carnage and even propelling grenades across the airport concourse.

Let’s not beat around the bush here, I’ve seen the footage and even as a lifetime gamer – supposedly ‘desensitised’ to this kind of thing – I was shocked. It was harrowing, terrifying, despicable and made me feel intensely uncomfortable just watching it. It echoes the recent Mumbai killings all too obviously.

So, here’s the big question; has this scene done its job in the way it was intended? While it will cause intense controversy and reignite the debate over video game violence, it could also be a watershed moment for video game storytelling.

Small Scale Terrorism Plots Pose New Threat

For some time now intelligence experts have warned of a disturbing trend towards homegrown terrorism. Coupled with an additional trend towards smaller scale plots and terror cells comprised of only 1 or more people, authorities are concerned.

After disrupting two recent terrorism plots, American intelligence officials are increasingly concerned that extremist groups in Pakistan linked to Al Qaeda are planning smaller operations in the United States that are harder to detect but more likely to succeed than the spectacular attacks they once emphasized, senior counterterrorism officials say.

The two cases — one involving two Chicago men accused this week of planning an attack on a Danish newspaper that published cartoons of the prophet Mohammad, the other a 24-year-old Denver shuttle bus driver indicted in a plot to use improvised explosives — are among the most serious in years, the officials said.

In both, the officials said, the main defendants are long-term residents of the United States with substantial community ties who traveled to Pakistan’s tribal areas, where they apparently trained with extremist groups affiliated with Al Qaeda. The officials, from American military, law enforcement and intelligence agencies, spoke on the condition that they not be identified because they were not authorized to discuss the cases.

6 Passengers Faint on British Airways Flight

Ambulance staff were called to treat six passengers at Heathrow airport after they fainted while on a British Airways flight from the US and authorities say they found nothing suspicious.

None of those assessed needed hospital treatment and all were able to continue their journeys, the airline said.London Ambulance Service was asked to meet the flight from Newark at Terminal Five at 0650 GMT on Saturday.

Emergency services teams initially wore protective suits as it was unclear what had caused the passengers to faint.A British Airways spokeswoman said: “A handful of passengers on the aircraft fainted during the flight.”As a precaution, medical services met the aircraft.”

An investigation is under way into what caused the passengers to faint.

Terrorists Using Blogs To Engage Counter-terrorist Experts Online

This is an interesting article from the UK. Although I have never received any response from known terrorists on this site, I’ve often wondered if someone like Adnan G. el Shukrijumah, Adam Gadahn or others go online to research and read stories and posts about themselves. When someone like Gerald Posner does an in-depth investigative piece on a terrorist like el Shukrijumah, does el Shukrijumah see it? My assumption has always been that he does. Many well known terrorists have an obvious strong desire for attention in the media and this article makes that case.

A senior Arab Afghan adviser to al Qaeda and the Taliban has openly challenged an Australian counter-terrorism expert in a series of blog posts. Abu Walid al Masri has written direct responses to Leah Farrall, an Australian academic who writes the All things Counter Terrorism blog and has years of experience fighting terrorism with the Australian Federal Police.

Farrall recently described al Masri as “one of Mullah Omar’s most trusted advisers” in an op-ed for the Australian. He has written 12 books in Arabic relating to Afghanistan and al Qaeda, and has just re-emerged as an author for the Taliban’s flagship magazine publication, in which he recently encouraged the Taliban to engage in the kidnapping of British and American soldiers. Because of this, Al Masri has been one of Farrall’s “main academic interests for many years” and she was shocked read his blog posts about her: “To say that I am blown away by this would be a pretty massive understatement”.

In his first blog post, Abu Walid al Masri joked that Farrall’s “focus on academic research will give us a bit of comfort and space so we can work safely in the field (terrorism). Therefore I thought it would be a good to distract her with these dialogues so the rest of the gang can do the work.”

He compares Farrall to the “beautiful female soldiers” who tortured “our brothers” in Abu Ghraib, and then begins the dialogue sardonically:

PhoneSnoop – DHS Warns Blackberry Users About App

The Department of Homeland Security’s U.S. Computer Emergency Readiness Team (US-CERT) is warning BlackBerry users about a spyware program that allows attackers to turn a target’s handset into a microphone that can be accessed remotely.

The U.S. Computer Emergency Readiness Team is warning Blackberry users about new software that could be used by hackers to turn the smartphone into a listening device.

An application called PhoneSnoop can configure the phone’s speakerphone function to enable a hacker to listen to surrounding conversations remotely. The software uses a Blackberry API to intercept incoming calls. Once the software is downloaded and installed, the software is triggered by a simple phone call, placing the device into speakerphone mode.

Sheran Gunasekera, the developer of the snooping application, wrote on his blog that he wanted to shed light on the threats posed by careless use of Blackberry smartphones. Gunasekera said the application can be easily detected and is visible in the Blackberry user interface.

“While the BlackBerry remains one of the more secure devices out there, user awareness and education is paramount to remaining completely safe from spyware,” Gunasekera wrote.

Gunasekera posted a YouTube video demonstrating how PhoneSnoop works. He introduced the tool on Oct. 19, but only made the software available for download Oct. 23, tweaking it to allow users to create a customized trigger number.

The US-CERT warned Blackberry users to password protect their devices and only download software from trusted sources.

“This software allows an attacker to call a user’s BlackBerry and listen to personal conversations,” the US-CERT said. In order to install and setup the PhoneSnoop application, attackers must have physical access to the user’s device or convince a user to install PhoneSnoop.”

Passport of al Qaeda 9/11 Plotter Said Bahaji Found

UPDATE: It is now being reported that additional passports were discovered that are believed to have belonged to additional 9/11 plotters. Another passport, from Spain, bears the name of Raquel Burgos Garcia. Spanish media have reported that a woman with the same name is married to Amer Azizi, an alleged Al Qaeda member from Morocco suspected in both the 9/11 attacks and the Madrid train bombings in 2004.

Her family in Madrid has had no news of her since 2001, according to Spanish media. Her passport included visas to India and Iran, and the army displayed a Moroccan document with Burgos Garcia’s photo and other information.

It was impossible to determine whether the passports are genuine, and German and Spanish officials did not immediately respond to requests for comment.

Maj. Gen. Athar Abbas, the army’s chief spokesman, said he had not realized the passports matched any prominent names, and declined further comment other than to say European militants were sprinkled throughout the area.

The U.S. has maintained for years that South Waziristan and other parts of the rugged frontier have sheltered Osama bin Laden and his senior lieutenants.

Pakistani troops fighting Islamist militants in the mountains of South Waziristan may be closing in on the trail of a leading .al-Qaeda figure, Said Bahaji, wanted in connection with the attacks on 9/11.  The army reports it found the passport and other documents of the alleged terrorist in a mud compound in the village of Shawangai.

Bahaji, 34, lived with 9/11 plot leaders Mohamed Atta and Ramzi Binalshibh and was part of their Hamburg, Germany, cell, helping to plan the 9/11 attacks.

Ziad Jarrah, the hijacker of the United Airlines jet that crashed in Pennsylvania, attended Bahaji’s wedding.

Bahaji is believed to be alive and has rank in Al Qaeda as “a senior propagandist,” a U.S. counterterror official told The News.

He also is involved in operational activity.

AJC Condemns Attack on Los Angeles Synagogue

AJC strongly condemned the gun attack on a Los Angeles synagogue early this morning, in which two Jewish worshippers were wounded. “One day after President Obama signed into law a new hate crimes law, the Jewish community in Los Angeles experiences a horrific attack which law enforcement authorities are investigating as a hate crime,” said AJC Executive Director David Harris.

A gunman shot at worshippers entering the Adat Yeshurun Valley Sephardic synagogue in North Hollywood. “We are relieved to learn that both victims are in stable condition and pray for their full recovery,” said Harris. “We salute law enforcement for their quick response, their decision to consider this assault a hate crime, and their efforts to investigate and apprehend those responsible.”

HUD and DHS Launch Disaster Recovery Website

Housing and Urban Development (HUD) Secretary Shaun Donovan and Homeland Security (DHS) Secretary Janet Napolitano today announced the launch DisasterRecoveryWorkingGroup.gov—a new inter-agency website that will allow federal disaster recovery officials to solicit public comments from state, local and tribal partners and the public.

The new website will be used by the federal government’s newly-formed Long Term Disaster Recovery Working Group—co-chaired by Secretary Donovan and Secretary Napolitano—to allow stakeholders to submit ideas for disaster recovery; articulate objectives for recovery assistance going forward; identify examples of best practices; raise challenges and obstacles to success; and share thoughts, experiences and lessons learned.

“It is vital to our success that disaster recovery professionals and stakeholders provide their input as we move forward to improve disaster recovery efforts across the country,” said Secretary Donovan. “This new website will give everyone involved in disaster recovery a voice in shaping how we respond, and then rebuild and revitalize communities in the wake of disaster.”

“Successful recovery relies on effective collaboration with partners from state, local and tribal governments and the private sector,” said Secretary Napolitano. “This new website will support the federal government’s efforts to enhance our nation’s resiliency in the face of emergencies by engaging directly with our stakeholders.”

Last month, President Obama asked Secretaries Napolitano and Donovan to co-chair the Long Term Disaster Recovery Working Group, comprised of more than 20 federal departments, agencies and offices, to ensure that individuals, communities and the nation’s economy can withstand and rapidly recover from disasters. In order to develop a better national strategy for an effective approach to long-term disaster recovery, the Working Group will:

* Provide operational guidance for Federal, State, Tribal and local authorities to provide for effective and unified disaster recovery. This includes defining roles and responsibilities, detailing recovery management and operational coordination, articulating communications strategies and establishing measurements for success;

* Review disaster recovery programs and the framework of disaster recovery, and identify gaps as well as overlapping and/or conflicting sources of authority for disaster recovery efforts;

* Examine areas for improved interagency planning and collaboration among federal agencies;

* Examine methods to build capacity within State, local and tribal governments as well as within the nonprofit, faith-based, and private sectors; both in recovery operations and in pre-disaster recovery planning; and

* Examine successful practices and lessons learned during previous disaster recovery efforts, with particular attention to catastrophic disasters such as Hurricanes Katrina and Rita

In addition, Secretaries Donovan and Napolitano will provide the President with recommendations to improve long-term catastrophic disaster recovery and help develop a National Disaster Recovery Framework that will provide detailed operational guidance to recovery organizations under existing authorities.

Is Osama Bin Laden Accidentally In New al Qaeda Video

UPDATE: From Bill Roggio at The Long War Journal – According to one of my most trusted sources, the blurry image seen on the tape is indeed Osama bin Laden.

One of the reasons that this is convincing is that the blurry image remains in the video. As Sahab, which produces al Qaeda’s propaganda, is very selective in the information it releases, and rarely leaves garbage in its videos. As Sahab intentionally leaves in this clip, for reasons unknown. Does al Qaeda want to generate a buzz? Is this a hidden message? Perhaps this is a precursor to a new bin Laden tape?

The Danger Room has a story that they say, may be something, may be nothing. If you check out al-Qaeda’s latest video, there’s a blurry image that bears a striking resemblance to al Qaeda leader Osama bin Laden. Danger Room features 5 stills from the video. You be the judge.

Last night, al-Qaeda’s media unit, As-Sahab productions, released a video featuring a lengthy sermon from the group’s theological star Abu Yahya al-Libi. Most of it is pretty typical stuff. But towards the end, things get interesting.

The camera blurs and closes in on the assembled crowd hugging and congratulating al-Libi. One of those fuzzy well-wishers, some in the Italian press are saying, bears a striking resemblance to one Osama Bin Laden. Danger Room pulled a few stills from the video so you can judge for yourself.

Alleged Assault of News Photographer Outside Detroit Mosque

The Detroit News is reporting that police are investigating the assault of a Detroit News photographer outside a mosque whose leader was killed during a shootout with FBI agents Wednesday.

A group of men attacked photographer Ricardo Thomas about 6:30 p.m. outside the mosque on Clairmont at Holmur acccording to the report.

The attack lasted about 30 seconds and damaged camera equipment worth $8,000 to $10,000. The men returned to the mosque, but had left by the time police arrived.

"They told him to stop taking pictures, he said 'I'm just doing my job,' and then they set upon him," said reporter Charlie LeDuff, who witnessed the assault.

Detroit Imam Killed During FBI Raid

According to several new reports, the leader of a Detroit mosque, Luqman Ameen Abdullah, 53 years old, who had previously been known as Christopher Thomas,was fatally shot Wednesday during a Federal Bureau of Investigation raid on what authorities called a criminal gang run by U.S. converts to Islam.

An FBI spokeswoman said six men were arrested in the raid on a suburban warehouse and two Detroit homes. The men were arrested on suspicion of a variety of offenses, including illegal possession of firearms, trafficking in stolen goods and altering vehicle identification numbers.

Three suspects remain at large.Luqman Ameen Abdullah, 53 years old, who had previously been known as Christopher Thomas, refused to surrender. He shot a police dog before he was fatally shot by authorities, the U.S. attorney’s office in Detroit said in a statement.

11 Members/Associates of Ummah Charged with Federal Violations One Subject Fatally Shot During Arrest

United States Attorney Terrence Berg, Eastern District of Michigan, Andrew G. Arena, Special Agent in Charge (SAC), Federal Bureau of Investigation, (FBI), Detroit, Michigan, and Police Chief Warren Evans, Detroit Police Department (DPD), Detroit, Michigan announced a federal complaint was unsealed today charging Luqman Ameen Abdullah, a.k.a.Christopher Thomas, and 10 others with conspiracy to commit several federal crimes, including theft from interstate shipments, mail fraud to obtain the proceeds of arson, illegal possession and sale of firearms, and tampering with motor vehicle identification numbers.

The eleven defendants are members of a group that is alleged to have engaged in violent activity over a period of many years, and known to be armed.

In light of the information that the charged individuals were believed to be armed and dangerous, special safeguards were employed by law enforcement to secure the arrests without confrontation.

During the arrests today, the suspects were ordered to surrender. At one location, four suspects surrendered and were arrested without incident. Luqman Ameen Abdullah did not surrender and fired his weapon. An exchange of gunfire followed and Abdullah was killed. An FBI canine was also killed during the exchange.

Abdullah was the leader of part of a group which calls themselves Ummah (“the brotherhood”), a group of mostly African-American converts to Islam, which seeks to establish a separate Sharia-law governed state within the United States.

The Ummah is ruled by Jamil Abdullah Al-Amin, formerly known as H. Rapp Brown, who is serving a state sentence in USP Florence, CO, ADMAX, for the murder of two police officers in Georgia. As detailed in the affidavit in support of the criminal complaint that was unsealed today, Abdullah has espoused the use of violence against law enforcement, and has trained members of his group in use of firearms and martial arts in anticipation of some type of action against the government.

Abdullah and other members of this group were known to carry firearms and other weapons.

Additionally, two federal search warrants were executed at 4467 Tireman Avenue, Detroit Michigan, and 9278 Genessee Street, Detroit, Michigan. The affidavits for these search warrants are sealed.

This case was jointly worked by the FBI, DPD, JTTF, and the United States Attorney’s Office – Eastern District of Michigan. We would like to express our appreciation to the Detroit Public Schools, Dearborn Police Department, Madison Heights Police and Fire Departments, and the members of JTTF for their assistance in this matter.

At the time of this release, Mujahid Carswell, Mohammad Alsahi and Yassir Ali Khan were still at large. Anyone with information regarding the location of these individuals should contact the FBI at (313) 965-2323

A complaint is only a charge and is not evidence of guilt. A trial cannot be held on felony charges in a complaint. When the investigation is completed a determination will be made whether to seek a felony indictment.

Terrorists in Kabul Attack UN Guesthouses and Hotel

UPDATE: Insurgents Wednesday morning attacked two guesthouses and a hotel in downtown Kabul that housed United Nations and other international staff, in one of their most daring attacks on the Afghan capital.

According to the Associated Press, at least seven people were killed in the guesthouse attacks, including three United Nations staff.

There also were sounds of explosions elsewhere in the city, suggesting a large-scale, coordinated attack on the capital.

The assailants managed to take over one of the guesthouses, Bakhtar, but were repelled by security guards at another, the Imperial. According to a U.N. spokesman in Kabul, three U.N. staff members were killed in the Bakhtar attack, and an unknown number was injured.

By midmorning the hostage crisis appeared to be over and the building secured, with firemen trying to extinguish fire amid billowing smoke on the roof.

UN staff killed in Kabul attack

The attack began at dawn on Wednesday

At least three UN employees have been killed in an attack in the centre of the Afghan capital Kabul, the UN says.

Heavy gunfire and an explosion were heard at a guesthouse used by the UN, after militants entered the building.

An Afghan official later told the BBC that six foreigners and three gunmen were killed in the attack for which the Taliban claimed responsibility.

There are also reports of rockets being fired at the Serena Hotel in the city, which is used by diplomats.

There is no information yet on whether anyone has been injured or killed at the hotel, but about 100 people inside at the time were taken to secure rooms.

Afghan forces exchanged gunfire with a group of terrorists holed up inside an international guest house in the centre of Kabul on Wednesday, police said.

The United Nations mission in Afghanistan said it was possible some of its staff and other foreigners were inside.

Intense automatic weapons fire and an explosion resounded in the capital, and plumes of black smoke rose above buildings.

A Reuters witness said a number of streets had been cordoned off by the police as the gunfire continued, and sirens reverberated across the city.

“There are five or six terrorists inside,” said Waheed Sadiqi, a policeman at the scene.

An increasingly resurgent Taliban have vowed to stage attacks ahead of a second-round run-off in Afghanistan’s presidential election on Nov. 7.

Afghan police were locked in a stand-off with a “group of terrorists” holed up in an apartment building in central Kabul on Wednesday, a police officer at the scene said.

The police officer told AFP that one of the group detonated an explosives vest before the rest of the group fled into the apartment building in a crowded neighbourhood near Kabul’s Chicken Street.

“We don’t know how many of them there are,” he said.

An AFP reporter and photographer saw a number of wounded being taken from the area to a local hospital, including at least two foreigners.
