U.S. Asks Businesses To Prepare For H1N1

The federal government is urging employers to offer flexible sick leave policies as the nation braces for a second wave of the H1N1 influenza pandemic. Commerce Secretary Gary Locke, Health and Human Services Secretary Kathleen Sebelius, and Homeland Security Secretary Janet Napolitano offered guidance to businesses on how to prevent the spread of H1N1, also known as swine flu, and to prepare for a major outbreak.

They stressed allowing employees who exhibit flu symptoms to go home and to stay home until at least 24 hours have passed since their fevers subsided. They also said businesses should consider eliminating policies that require a doctor’s note or other proof to justify a sick day and that employers should be prepared to operate with fewer people.

“It’s more than just a significant health issue. It has the potential to affect every aspect of our lives,’’ Locke said. “It will take Americans from every walk of life pulling together and doing our part to mount an effective response.’’

As the first pandemic in more than 40 years, it has the potential to cause massive disruptions for businesses, schools, and governments. The United States and other northern nations have been scrambling to prepare for a resurgence of the virus by stockpiling flu treatments and vaccines.

National Guard Drills For Worse Case H1N1 Scenario

Oxford Hills Comprehensive High School will be the site of a National Guard riot control drill Thursday morning to prepare in the event of a panic over distribution of serum to treat the swine flu.

The school on Route 26 at the Paris-Norway town line has been designated by state officials as a distribution site for the H1N1 flu vaccine. The drill is to prepare for a worst-case scenario should the serum have to be transported from Augusta and people rush to get it.

On Thursday morning, four or five National Guard Humvees will travel from Augusta to Paris with vials of fake serum. The National Guardsmen will take on the roles of panicked citizens and military police and practice what they would do, such as using tear gas, in the case of a riot.

“This is just a component of moving the stuff from point A to B,” said Oxford County Emergency Management Agency Director Scott Parker. The plan will be put into place only if needed, he said.

Plans were developed in April to have vials of serum sent from the federal government to Augusta, Parker said. From Augusta, the supplies will be transported to designated distribution centers.

During the April conference, concerns were raised about a possible out-of-control rush on the serum, Parker said. Because of that concern, Gov. John Baldacci and Gen. John Libby, adjutant general of the Maine National Guard, agreed that a plan should be devised to quell such a disturbance.

Local police chiefs have also been involved in the planning, Parker said. In a real event, local police would be in charge of security once the serum arrives in Paris. “We own it. We’re in charge of providing security,” he said.

These people snapping up everything from water purification tablets to thermal blankets shatter the survivalist stereotype: they are mostly urban professionals with mortgages, SUVs, solid jobs and a twinge of embarrassment about their newfound hobby.

From teachers to real estate agents, these budding emergency gurus say the dismal economy has made them prepare for financial collapse as if it were an oncoming Category 5 hurricane. They worry about rampant inflation, runs on banks, bare grocery shelves and widespread power failures that could make taps run dry.

For Wiseman, a fire protection contractor, that’s meant spending roughly $20,000 since September on survival gear _ and trying to persuade others to do the same.

“The UPS guy drops things off and he sees my 4-by-8-by-6-foot pile of food and I say ‘What are you doing to prepare, buddy?’” he said. “Because there won’t be a thing left on any shelf of any supermarket in the country if people’s confidence wavers.”

The surge in interest in emergency stockpiling has been a bonanza for camping supply companies and military surplus vendors, some of whom report sales spikes of up to 50 percent. These companies usually cater to people preparing for earthquakes or hurricanes, but informal customer surveys now indicate the bump is from first-time shoppers who cite financial, not natural, disaster as their primary concern, they say.

Top sellers include 55-gallon water jugs, waterproof containers, freeze-dried foods, water filters, water purification tablets, glow sticks, lamp oil, thermal blankets, dust masks, first-aid kits and inexpensive tents.

Joe Branin, owner of the online emergency supply store Living Fresh, said he’s seen a 700 percent increase in orders for water purification tablets in the past month and a similar increase in orders for sterile water pouches.

He is shipping meals ready to eat and food bars by the case to residential addresses nationwide.

“You’re hearing from the people you will always hear from, who will build their own bunkers and stuff,” he said. “But then you’re hearing from people who usually wouldn’t think about this, but now it’s in their heads: ‘What if something comes to the worst?’”

Online interest in survivalism has increased too. The niche Web site SurvivalBlog.com has seen its page views triple in the past 14 months to nearly 137,000 unique visitors a week. Jim Rawles, a self-described survivalist who runs the site, calls the newcomers “11th hour believers.” He charges $100 an hour for phone consulting on emergency preparedness and says that business also has tripled.

“There’s so many people who are concerned about the economy that there’s a huge interest in preparedness, and it pretty much crosses all lines, social, economic, political and religious,” he said. “There’s a steep learning curve going on right now.”

Michael Savage Among 16 Banned From UK

Sixteen people banned from entering the UK were “named and shamed” by the Home Office today.

Home Secretary Jacqui Smith said she decided to make public the names of 16 people banned since October so others could better understand what sort of behavior Britain was not prepared to tolerate.

The list includes hate preachers, anti-gay protesters and an American US talk show host.

“I think it’s important that people understand the sorts of values and sorts of standards that we have here, the fact that it’s a privilege to come and the sort of things that mean you won’t be welcome in this country,” Ms Smith told GMTV.

“Coming to this country is a privilege. If you can’t live by the rules that we live by, the standards and the values that we live by, we should exclude you from this country and, what’s more, now we will make public those people that we have excluded.

“We are publishing the names of 16 of those that we have excluded since October. We are telling people who they are and why it is we don’t want them in this country.”

She said the number of people excluded from Britain had risen from an average of two a month to five a month since October.

The list of the 16 “least wanted” includes radio talk show host Michael Savage, real name Michael Weiner.

“This is someone who has fallen into the category of fomenting hatred, of such extreme views and expressing them in such a way that it is actually likely to cause inter-community tension or even violence if that person were allowed into the country,” Ms Smith told BBC Breakfast.

Could the deepening global recession boost the flagging efforts of Osama bin Laden to challenge the established global order? Probably not. War College Report Warns of Possible Civil Unrest – In Ariz. Police Are Prepared

A new report by the U.S. Army War College talks about the possibility of Pentagon resources and troops being used should the economic crisis lead to civil unrest, such as protests against businesses and government or runs on beleaguered banks.

“Widespread civil violence inside the United States would force the defense establishment to reorient priorities in extremis to defend basic domestic order and human security,” said the War College report.

The study says economic collapse, terrorism and loss of legal order are among possible domestic shocks that might require military action within the U.S.

International Monetary Fund Managing Director Dominique Strauss-Kahn warned Wednesday of economy-related riots and unrest in various global markets if the financial crisis is not addressed and lower-income households are hurt by credit constraints and rising unemployment.

U.S. Sen. James Inhofe, R-Okla., and U.S. Rep. Brad Sherman, D-Calif., both said U.S. Treasury Secretary Henry Paulson brought up a worst-case scenario as he pushed for the Wall Street bailout in September. Paulson, former Goldman Sachs CEO, said that might even require a declaration of martial law, the two noted.

State and local police in Arizona say they have broad plans to deal with social unrest, including trouble resulting from economic distress. The security and police agencies declined to give specifics, but said they would employ existing and generalized emergency responses to civil unrest that arises for any reason.

“The Phoenix Police Department is not expecting any civil unrest at this time, but we always train to prepare for any civil unrest issue. We have a Tactical Response Unit that trains continually and has deployed on many occasions for any potential civil unrest issue,” said Phoenix Police spokesman Andy Hill.

Strategic Shock – Report Warns Unexpected Crisis Could Lead To Massive Unrest

The United States could be sleep-walking into its next crisis, a military report said.

The report by the U.S. Army War College’s Strategic Institute, said that a defense community paralyzed by conventional thinking could be unprepared to help the United States cope with a series of unexpected crises that would rival the Al Qaida strikes in 2001, termed a “strategic shock.”

The report cited the prospect of the collapse of a nuclear state leading to massive unrest in the United States.

“Widespread civil violence inside the United States would force the defense establishment to reorient priorities in extremis to defend basic domestic order and human security,” the report, authored by [Ret.] Lt. Col. Nathan Freir, said.

“Deliberate employment of weapons of mass destruction or other catastrophic capabilities, unforeseen economic collapse, loss of functioning political and legal order, purposeful domestic resistance or insurgency, pervasive public health emergencies, and catastrophic natural and human disasters are all paths to disruptive domestic shock.”

Titled “Known Unknowns: Unconventional Strategic Shocks in Defense Strategy Development,” the report warned that the U.S. military and intelligence community remain mired in the past as well as the need to accommodate government policy. Freier, a former Pentagon official, said that despite the Al Qaida surprise in 2001 U.S. defense strategy and planning remain trapped by “excessive convention.”

“The current administration confronted a game-changing ’strategic shock’ inside its first eight months in office,” the report said. “The next administration would be well-advised to expect the same during the course of its first term. Indeed, the odds are very high against any of the challenges routinely at the top of the traditional defense agenda triggering the next watershed inside DoD [Department of Defense].”

The report cited the collapse of what Freier termed “a large capable state that results in a nuclear civil war.” Such a prospect could lead to uncontrolled weapons of mass destruction proliferation as well as a nuclear war.

The report cited the prospect of a breakdown of order in the United States. Freier said the Pentagon could be suddenly forced to recall troops from abroad to fight domestic unrest.

“An American government and defense establishment lulled into complacency by a long-secure domestic order would be forced to rapidly divest some or most external security commitments in order to address rapidly expanding human insecurity at home,” the report said.

The report said the United States could also come under pressure from a hostile state with control over insurgency groups. The hostile state could force American decision-makers into a desperate response.
