Homeland Security May Expand Preparedness In Virtual World

Last month we featured an article that detailed Catastrophic Planning and Management Institute’s innovative disaster awareness project, “The Disaster Zone’. The Disaster Zone assists in planning and preparing for real disasters with virtual worlds via a Second Life simulation. Now it appears they won’t be alone in cyberspace disaster planning and preparedness. Pixels and Policy reports that the Department of Homeland Security may also be planning a virtual world of it’s own.

The next major threat to American homeland security could come in the form of a virtual simulation if the Department of Homeland Security follows through on a recently announced plan.

DHS, the government department responsible for protecting Americans from terrorism and major disasters at home, has expressed a deep interest in using virtual worlds to train first responders and disaster management officials.

DHS Moves Quickly to Find a Policy Role for Virtual Worlds

The Department of Homeland Security made its interest in virtual worlds known in an August 25th request for information on the recently updated Federal Business Opportunities website. The announcement requested information that would lead to a “better understanding of virtual worlds,” with a deadline of October 2.

Less than 20 days after the closure of the request, the Department sent a high-level director to London to discuss the vital necessity of defending virtual worlds as part of an overarching national cybersecurity initiative. On very public fronts, the Department of Homeland Security is seeking to bolster its cybersecurity initiatives by increasing its knowledge of virtual worlds.

There’s a reason for this sudden government eye on virtual worlds. Cybersecurity remains a hot topic on Capitol Hill this year, with hearings in the Senate committees on Homeland Security, Commerce and Science, Small Business, and Armed Services. Government agencies from NASA to DHS are looking into the use of virtual worlds for a variety of public and internal services.

DHS is tilling the soil in preparation for a large-scale move into virtual worlds as a training grounds for potential terrorist attacks on the American homeland. The techies at Visual Purple recently secured a DHS award for virtual education technology, and may find themselves among those partners called on to develop this large-scale project.

The idea itself is brilliant – in virtual environments, a building or stadium can be destroyed a thousand times at no expense. No one except those authorized will even be able to see it, lending a cloak of privacy to the emergency response techniques DHS wants to optimize.

New ‘Code Red’ System Alerts Local Residents of Emergency

Great story and example of how some areas are taking the lead in community readiness and preparedness. Instead of calling 911 for an emergency, what if 911 called you? While it may sound weird, it’s based in reality. In Lawrence County, there’s a new program to alert citizens to an emergency. Called “Code Red,” it’s a program that is urging people to sign up so they’re not left out.

Code Red will notify residents through an alert by phone, through texting, or e-mail, about the need to evacuate, shelter in place, or give them instructions to find shelter or food in case of a problem.

“The Code Red System will be able to highlight certain areas of the county, or the county as a whole,” Slone said. “This is going to truly be a step, a big step in the direction of being prepared.”

Ready.gov Unveils New PSA – World Upside Down

September is National Preparedness Month. To urge all Americans to be prepared for unexpected emergencies, Cramer-Krasselt/Chicago, in conjunction with its network shops in New York, Milwaukee and Phoenix, has just unveiled a new public service TV commercial called “World Upside Down” that makes its point with pointed ad copy and visuals that are both artful and quite gripping.

The voiceover copy in the 60-second version of the spot asks viewers to imagine what their world would be like if a disaster struck without warning, and their lives were suddenly turned upside down.

The public service announcement depicts a family and its furnishings suddenly being chaotically upended.

As the ad copy asks us to contemplate such a turn of events, the commercial shows a family and the furnishings in their home suddenly being chaotically upended. The chilling effect is intensified by C-K’s decision to visualize the moment in ultra slow-motion, which turns the potential horror of it all into something almost like poetry in motion.

Still, the important and sobering message is not lost. Viewers of “World Upside Down” will surely come away from it with a good reason to visit the Web site www.ready.gov, where there is factual information about preparing oneself and/or one’s family for an emergency.

FCC Releases Report On Emergency Preparedness

The FCC has released a report on its ability to respond in natural disasters, terrorist attacks, public health emergencies, and other events. The report, “FCC’s Preparedness for a Major Public Emergency,” was put together by the FCC’s Public Safety and Homeland Security Bureau in response to a 30-day review launched by FCC Chairman Julius Genachowski.

“The FCC has an important role to play in ensuring that our nation’s communications infrastructure serves our public safety needs,” Genachowski said. “The Public Safety Bureau’s thorough review concluded that the agency is ready to respond to emergencies, but there is more work to do to maximize the agency’s readiness. The public safety challenges we face are ongoing, dynamic, and growing. Today’s report outlines concrete steps the FCC can and will take to better support public safety communications and protect our nation.”

The report, while concluding that the FCC is prepared to keep essential communications open in an emergency, found that the commission could improve its planning and response in the areas of education and training, outreach and collaborations, emergency operations and alerts, and network analysis.

Recommendations include a plan for improving the Continuity of Operations and Pandemic plans, and reviews and revisions as needed for emergency procedures in the FCC’s 24/7 operations center. The EAS system is also being reviewed with other agencies to account for “next-generation technologies.”
