A group committed to establishing an international Islamic empire and reportedly linked to Al Qaeda is stepping up its Western recruitment efforts by holding its first official conference in the U.S.

Hizb ut-Tahrir is a global Sunni network with reported ties to confessed 9/11 mastermind Khalid Sheikh Mohammed and Al Qaeda in Iraq’s onetime leader Abu Musab al-Zarqawi. It has operated discreetly in the U.S. for decades.

Now, it is coming out of the shadows and openly hosting a July 19 conference entitled, “The Fall of Capitalism and the Rise of Islam,” at a posh Hilton hotel in a suburb of Chicago.

Hizb ut-Tahrir insists that it does not engage in terrorism, and it is not recognized by the State Department as a known terror group.

But some terrorism experts say it may be even more dangerous than many groups that are on the terror list.

The Lone Wolf Jihadist

STRATFOR has long discussed the threat posed by lone wolf militants and the unique challenges they pose to law enforcement and security personnel. Of course, the primary challenge is that, by definition, lone wolves are solitary actors and it can be very difficult to determine their intentions before they act because they do not work with others. When militants are operating in a cell consisting of more than one person, there is a larger chance that one of them will get cold feet and reveal the plot to authorities, that law enforcement and intelligence personnel will intercept a communication between conspirators, or that law enforcement authorities will be able to introduce an informant into the group, as was the case in the recently foiled plot to bomb two Jewish targets in the Bronx and shoot down a military aircraft at a Newburgh, N.Y., Air National Guard base.

Obviously, lone wolves do not need to communicate with others or include them in the planning or execution of their plots. This ability to fly solo and under the radar of law enforcement has meant that some lone wolf militants such as Joseph Paul Franklin, Theodore Kaczynski and Eric Rudolph were able to operate for years before being identified and captured.

Lone wolves also pose problems because they can come from a variety of backgrounds with a wide range of motivations. While some lone wolves are politically motivated, others are religiously motivated and some are mentally unstable. Even among the religiously motivated there is variety.

Netanyahu – Threat Of Terror Is Greater Than Ever

As Israel commemorated Memorial Day for its fallen soldiers and victims of terror on Tuesday, Prime Minister Benjamin Netanyahu said that the global threat of terror was greater than ever and vowed that Israel would never cease to defend itself.

“We have no choice but to fight terror until it is obliterated and to defend our lives,” he told bereaved families gathered for the official state ceremony on the Mount Herzl military ceremony in Jerusalem.

“This is what we have done and what we are doing. The State of Israel, through the Israel Defense Forces, has responded with war, determination and diligence, with courage and sophistication, using an incomparable morality of combat,” he said.

“Terror is a war crime, the indiscriminate murder of innocent civilians,” the prime minister added.

Israelis stood silently at attention on Tuesday morning as a two-minute siren wailed across the country to mark Memorial Day. The official day of remembrance opened on Monday evening and will continue into Independence Day after sundown on Tuesday.
